MICROCHIPPING LEGISLATION 2009 (Updated 06/07/2009)
DEFRA Legislation from 1st July 2009 - From 1st July all horses and ponies must be microchipped when they are first identified.
Any new application the NPS receives - registered and non-registered ponies - must include a silhouette which marks where the microchip is inserted (a circle with an m in it), a microchip bar code and number, along with a vet's signature confirming that the horse has been microchipped and no evidence of previous chipping or marking has been detected.
Additional checks the NPS has to undertake
Before a new passport is issued, all microchip numbers and other identifying marks (e.g. freeze brands and hot brands) must be checked on the National Equine Database (NED) to determine if a record is held of any previous passport. It is the NPS's responsibility before issuing an identification document to take all appropriate measures to verify that no such identification document has already been issued for the animal concerned. This is also to prevent the fraudulent issuing of multiple identification documents for an individual equine.
If evidence of any existing passport is found then the passport must not be issued and the owner must be redirected to the original Passport Issuing Organisation and a duplicate issued. The horse must be signed out of the food chain where any duplicate passport is issued.
Changes of Ownership
Change of ownership applications and passport updates do not require the horse to be microchipped. However, if a passport is submitted to the NPS for updating or to change ownership, the NPS has to issue a temporary document containing at least the UELN and microchip number (where available) within 5 working days of receipt. If the passport is returned within the 5 days then a temporary document is not required.
WAS YOUR PONY MICROCHIPPED WHEN IT WAS MEASURED?
If your pony is registered with the NPS or we issued your pony's passport and you would like us to record your pony's microchip number on our records and send this information to the National Equine Database then please click here for the form which you need to complete and send in to the NPS office. The fee for this is ‚£5 but if you are asking us to do another transaction for the same pony, such as a transfer of ownership or colt to gelding change, then there is no additional fee for recording microchip information. The same form and procedure can be used for notifying us if your pony has been branded
Registration of ponies for showing - Ponies do not have to be registered with the NPS on an annual basis for them to be eligible for entry in NPS classes. Ponies are eligible for entry in NPS classes based on the Breed Society with which they are registered and the type of Equine Passport they hold. Pure Bred ponies, registered in the main section of their Breed Society Stud Book are eligible on that basis. In order for Part Bred ponies to be eligible for some NPS Show Pony and Show Hunter Pony classes they will need to be entered in the British Riding Pony Stud Book and their Breed Society passport Overstamped by the NPS. There is no annual fee required for ponies to enter NPS classes. However, the owner of the pony needs to be an NPS member in order for the pony to Qualify. Please see Conditions for entry in NPS Shows and Affiliated Shows under the Membership tab and item Joining/Renewing.
Registration Criteria
The NPS is the custodian of the British Riding Pony Stud Book which is for ponies up to 15 hands who are cross breds between Britsh Native Mountain and Moorland breeds and Arabs or Thoroughbreds. Both parents must be known and proven via a service certificate or a DNA test. The registration process normally includes production of an Equine Passport.
The NPS can also produce Equine Passports for ponies of unknown breeding. Please select Other Ponies from the list on the left of this page.
